€28.5k fines imposed over undeclared employment in March

The Cyprus Labour Inspection Service carried out 227 inspections in March across cleaning, security companies, offices and other services, identifying 12 cases of undeclared employment.

The inspections fall under the Ministry of Labour and Social Insurance (Ministry of Labour and Social Insurance Cyprus), which said the campaign aimed to raise awareness about illegal employment and compliance with labour legislation.

Findings in cleaning and security sector

Out of 104 companies inspected in cleaning and security services, with a total of 189 employees, authorities found 8 undeclared workers.

As a result, six fines were issued, amounting to €18,500.

The workforce included Cypriot nationals, EU citizens, and third-country nationals, reflecting the sector’s diverse employment structure.

Additional checks in offices and services

A further 123 inspections were carried out in offices and service companies, involving 578 employees in total.

Authorities identified four additional undeclared workers in this category and issued four fines totalling €10,000.

Total penalties reach €28,500

Overall, 10 penalty notices were issued, bringing total fines to €28,500 following the March inspection campaign.

The ministry said the objective was not only enforcement but also awareness of the consequences of undeclared employment and non-compliance with social insurance obligations.

Legal framework and penalties

Under Cypriot law, employers found with undeclared workers face escalating administrative fines starting at €1,000 per worker per month, with increases depending on repetition and duration of the violation.

Repeat offences within two years can lead to significantly higher penalties, reaching up to €3,000 per month or more, depending on circumstances.

Reporting mechanism

The Ministry reminded the public that complaints or information regarding undeclared employment can be submitted anonymously or by name through the national hotline 77778577.
