Multi-million Governor’s Beach project planned near Mari Naval Base

One of the largest investment projects currently proposed along the coastal zone between Limassol and Zygi is under review by the relevant authorities, with the ambitious The Rocks development aiming to reshape the Governor’s Beach area in the coming years.

Beyond the scale of the investment, attention is also being drawn to the proposed location of the project in one of the Republic of Cyprus’ most strategically important areas, where critical state and energy infrastructure coexist, including the Naval Base “Evangelos Florakis” at Mari.

Hotel, villas and apartments planned

The mixed-use tourism development is being promoted by DRL5COMOS PROPERTIES LTD and is planned for Pentakomo in the Limassol district.

The project will be built on a coastal plot covering 34,714 square metres in the Argaki tou Mavrou area along Poseidonos Avenue.

According to the Environmental Impact Assessment submitted as part of the Master Plan approval process, the development will include a 126-room hotel, 26 tourist villas, 73 apartments, and a beachfront service area to support the complex.

The proposal is designed as an integrated tourism and residential destination, combining hospitality facilities, holiday residences and seaside amenities in an area that has attracted increasing investor interest in recent years.

Residential component detailed

The residential section of The Rocks includes plans for 50 one-bedroom apartments, 20 two-bedroom apartments, two luxury three-bedroom penthouses and a large four-bedroom penthouse.

Reception facilities and communal amenities are also planned as part of the wider development concept.

To support the project, developers are proposing a total of 240 parking spaces, with access through a main entrance on Poseidonos Avenue.

Based on the submitted plans, the project could become operational by 2029, subject to the completion of licensing procedures and detailed design work following approval of the Master Plan.

Reference to Naval Base draws attention

What distinguishes The Rocks from many other tourism developments is a specific reference contained in the Environmental Impact Assessment regarding the Evangelos Florakis Naval Base in Mari.

According to the study, researchers found no similar projects planned in the wider area through records held by the Department of Environment. However, the report notes that media reports have referred to an upgrade of the naval base, although details of the project remain unknown.

The assessment further states that the Ministry of Defence submitted its position on the matter to consultants through a confidential letter, which will be filed separately with the Department of Environment.

The reference indicates that the project’s proximity to the naval base formed part of the evaluation process and that the Ministry of Defence formally communicated its views on the development.

Foreign investment scrutiny adds new dimension

The case has gained additional significance following the implementation of Cyprus’ Foreign Direct Investment (FDI) Screening mechanism on 2 April.

The framework, introduced in line with wider European regulations, aims to assess and monitor foreign investments that could affect public order or national security.

European investment screening criteria include factors such as proximity to critical infrastructure, defence and security facilities, energy networks and other strategically important assets.

Strategic location under the spotlight

The Mari and Vasiliko area is widely regarded as one of the most sensitive strategic zones in Cyprus, hosting the naval base, major energy facilities, the country’s largest power generation station and other critical infrastructure.

Against this backdrop, the proposed Governor’s Beach development represents not only a potentially significant investment project but also a case that highlights the challenge of balancing economic development, foreign investment and the protection of strategic infrastructure in one of Cyprus’ most important regions.

Economy Today said it has sought comments from the Ministry of Defence and the relevant department of the Ministry of Finance regarding the development and will publish any response received.
