GeSY: The numbers behind the system

Seven years after its launch, Cyprus’ General Healthcare System (GeSY) enters a new phase of development, as authorities mark its anniversary with renewed focus on quality, efficiency, and long-term sustainability.

The Health Insurance Organisation (HIO) says the system has successfully integrated the vast majority of healthcare services and providers, while continuing to expand and improve patient access across the country.

GeSY anniversary highlights system maturity and reform focus

HIO Director General Ifigeneia Kammitsi said the system has now reached a stage of maturity and stability.

She stressed that the priority going forward is targeted development, with emphasis on improving service quality and added value for beneficiaries.

Kammitsi noted that the organisation is conducting systematic assessments of efficiency and effectiveness, identifying weaknesses and implementing corrective measures. She also highlighted the importance of data-driven decision-making and responsible resource management.

The HIO continues to expand services and providers under the GeSY framework, aiming to ensure continuous improvement based on patient needs and system performance.

Strong political backing and long-term sustainability

HIO Board Chairman Stavros Michael described GeSY as one of Cyprus’ most significant social reforms, noting its transformative impact on the healthcare sector.

He said the system now requires collective responsibility, consistency, and adaptability to emerging challenges.

He added that the organisation remains committed to safeguarding the system’s resilience, improving service quality, and ensuring equal access to healthcare without discrimination.

GeSY in numbers (June 2025 – May 2026)

During the seventh year of operation, GeSY recorded:

  • 1,036,681 registered beneficiaries
  • 839,955 visits to Personal Doctors
  • 676,458 visits to Specialist Doctors
  • 335,380 visits to diagnostic/radiology centres
  • 541,456 laboratory test cases
  • 356,028 dental visits
  • 726,044 recipients of medicines or medical products
  • Over 90,000 surgeries performed
  • More than 900 overseas care requests assessed

These figures reflect the growing demand and reliance on the system as highlighted during the reporting period.

Expansion of services and medical coverage

As part of developments marking the GeSY anniversary, the system expanded its services significantly:

  • 120 innovative medicines introduced
  • 105 new therapies added or updated
  • 230 medical devices and consumables are included
  • 1 new hospital joined the system
  • Cross-border healthcare reimbursement implemented
  • Expansion of physiotherapy and chronic care coverage

Authorities also confirmed ongoing consultations for the inclusion of occupational therapy and counselling psychology services.

Quality improvement and digital upgrades

Quality enhancement remains central to the GeSY strategy, with several reforms implemented:

  • Expansion of pay-for-quality mechanisms
  • Adoption of clinical guidelines for hypertension and osteoarthritis
  • Strengthening of chronic disease registries, including multiple sclerosis
  • Upgrades to the IT system and patient portal
  • Improved prescription verification tools

The HIO also continues to monitor complaints and feedback as part of its continuous improvement process.

Financial sustainability confirmed

A key milestone of GeSY is the confirmation of long-term financial stability.

An actuarial study by the International Labour Organization projects the system’s sustainability until 2033.

The fund’s reserve reached €787 million in 2025, covering around 4.8 months of expenditure, above the international benchmark of three months.

Strengthened oversight and controls

The organisation also reinforced monitoring mechanisms:

  • Around 850,000 claims reviewed
  • €19 million in irregular claims identified and recovered
  • 2.2 million incorrect claims were blocked automatically
  • 46 fines imposed
  • 2 provider contracts were suspended, and 29 were terminated
  • On-site inspections covering 4,000 hospital admissions

These measures form a core pillar of the GeSY reforms focused on transparency and accountability.

Ongoing institutional development

Beyond service delivery, the HIO has strengthened its operational capacity through data analytics tools, IT system management, workforce expansion, and public awareness campaigns.

Officials say these reforms ensure the system adapts to changing medical needs, technology, and demographic pressures.

As Cyprus marks the GeSY anniversary, authorities reaffirm their commitment to a healthcare system based on universality, equality, and social solidarity.
