Unexpected visit for Zelensky Cyprus summit
Ukrainian President Volodymyr Zelensky is expected to make a surprise visit to the EU leaders’ summit in Cyprus on Thursday and Friday, according to reports, as Europe prepares for crucial discussions on support for Ukraine and broader security policy.
His Cyprus summit appearance comes as EU leaders intensify negotiations on a proposed €90 billion aid package for Ukraine, alongside discussions on the country’s long-term European integration path.
Ukraine aid and EU divisions
According to the Financial Times, Zelensky’s physical presence replaces a previously planned video call, highlighting the urgency of ongoing diplomatic talks.
The Ukraine funding package had faced delays after opposition from Hungarian Prime Minister Viktor Orbán, who linked his stance to the suspension of Russian oil flows through Ukraine to Hungary.
Following the restoration of those flows, Budapest is now reportedly prepared to lift its veto, potentially clearing the way for the release of funds.
However, divisions remain within the EU, with major member states such as France and Germany resisting fast-track accession procedures for Ukraine.
EU defence discussions at centre stage
Beyond Ukraine, the Cyprus summit is expected to focus heavily on European defence, including the activation and practical application of Article 42.7 of the EU treaties.
The clause provides for mutual assistance among member states in the event of armed aggression, a provision that has gained renewed relevance amid growing security concerns in Europe.
The issue is particularly significant for Cyprus, which is not a NATO member, unlike most EU states.
Balancing EU defence and NATO ties
Diplomatic sources say EU leaders are also cautious about ensuring that stronger European defence coordination does not create friction with the United States and NATO, which remain central to Europe’s security architecture.
The discussions aim to strengthen the EU’s strategic autonomy while maintaining transatlantic cooperation.

The Cyprus summit is expected to be marked by intense negotiations, with Ukraine’s war, EU enlargement, and European defence policy all high on the agenda.
Zelensky’s presence is set to add political weight to the talks, underscoring the continued centrality of Ukraine in shaping the EU’s geopolitical direction.
