Gradual rollout begins in public service

Remote work in the public sector officially begins on April 2, introducing a new working model for eligible civil servants. However, the exact number of employees expected to choose this option remains unclear.

According to the Department of Public Administration and Personnel of the Ministry of Finance, there has been strong interest during the preparation period, though final participation figures will only be available towards the end of the year.

2026 seen as transition year

Authorities view 2026 as a transition phase for remote work in the public sector. For this year, employees will be limited to a maximum of 20 remote working days, while from 2027 this will increase to 50 days annually.

At the same time, rising fuel prices are expected to further boost interest, as commuting costs continue to climb, making remote work in the public sector a more attractive option.

Infrastructure and procedures in place

Government departments have already secured the necessary technological equipment following coordination with the Department of Information Technology Services.

To support remote work in the public sector, the Department of Public Administration and Personnel has issued a series of circulars, along with a detailed guide outlining procedures and requirements.

Department heads are tasked with assessing which employees are suitable for remote work, based on duties, technological needs, and operational demands. Eligible staff must complete an official expression of interest form and submit a risk assessment questionnaire aimed at preventing workplace accidents and occupational health issues.

Supervisors key to implementation

Supervisors across ministries and departments play a crucial role in ensuring remote work in the public sector is applied effectively. They are responsible for monitoring implementation, maintaining smooth operations, and preventing disruptions.

They must also support staff in adapting to this new model, establish strong communication channels, promote flexibility and innovation, and ensure proper performance management.

Mandatory training programme underway

To strengthen remote work in the public sector, an asynchronous online training programme is being developed by the Cyprus Academy of Public Administration. Participation will be mandatory for all employees, including supervisors.

The full programme is expected to be available before the end of the third quarter of 2026, with individual modules released gradually. A dedicated circular on the training initiative will be issued at a later stage.

Legislation already approved

The legal framework governing remote work in the public sector was approved in December 2025. Separate legislation regulating remote work in the private and semi-government sectors has been in force since 2023.
