New decree on measures against foot-and-mouth disease: what it provides

Date:

On March 12, a new Decree by the Minister of Agriculture, Rural Development and Environment was published in the Official Gazette of the Republic of Cyprus, pursuant to Article 7 of the Animal Health Laws of 2001–2023.

The new decree includes additional provisions and prohibitions regarding the movement of materials and products such as wool, hides and manure. It also sets out provisions concerning the slaughter of animals from affected zones, the shearing of cloven-hoofed animals, and a new date relating to the harvesting, collection, transport, movement and silage production of animal feed.

The provisions and prohibitions already in force remain in place regarding the movement of cloven-hoofed animals, the grazing of such animals, the movement of animal feed and veterinary medicines, and visits to holdings or premises where cloven-hoofed animals are displayed to the public in affected zones. It is noted that the competent authority determines, by decision, the zones where restrictive measures for Foot-and-mouth disease apply.

Failure to comply with the provisions of the Decree constitutes a violation of the Animal Health Laws.

According to Article 13B of the Animal Health Law of 2001 (109(I)/2001), as amended from time to time, measures may be imposed, including administrative fines of up to €5,000. The new Decree of March 12, 2026 replaces the previous Decree issued on March 5, 2026. Instructions regarding the movement of vehicles used for cutting, harvesting, preparation and transport of silage are available via the relevant link.
