Applications period and submission process
The Ministry of Finance has announced the reopening of applications for the Mortgage-to-Rent scheme, with submissions accepted from 4 May 2026 until 31 July 2026.
Applicants can obtain the application form online through the KEDIPES website or from regional KEDIPES offices across Cyprus. However, applications must be submitted in person in printed form at any of the designated offices.

Applications for the Mortgage-to-Rent scheme can be submitted at the following KEDIPES offices:
- Nicosia: 7 Grigori Afxentiou Street, 1096
- Limassol: 97 Gladstonos Street, Oasis Complex, Block E, 3rd Floor, 3032
- Larnaca: 5 Georgiou Christodoulidi Street, 6041
- Paphos: 7 Kinyras & Korivou Corner, Galaxias Building, Shop 4, 8011
- Paralimni: 4 Griva Digeni Street, 1st Floor, 5281

Who is eligible for the scheme
The Mortgage-to-Rent scheme applies to non-performing credit facilities secured by a primary residence that were classified as non-performing on 31 December 2021 or 31 December 2022.
The property must have a market value not exceeding €250,000.
Eligible applicants must reside in the primary residence for at least six months per year since 1 January 2021. Either the applicant or their spouse must also be a citizen of a European Union member state.
The scheme also includes individuals receiving specific social benefits, such as the Minimum Guaranteed Income, public assistance, disability allowances, single-parent benefits, and child benefit under certain income and asset criteria.
Special cases and previous schemes
For borrowers who previously participated in the ESTIA and ESTIA-type schemes and were deemed eligible but not viable, or whose participation was terminated, applications may in some cases be submitted by relatives up to the second degree or former spouses, provided written consent from the property owner is given.
Aim of the scheme
The Mortgage-to-Rent scheme is designed to support households facing financial difficulty by linking rental arrangements with debt repayment structures for primary residences under specific conditions.
