Informal EU foreign ministers’ meeting begins in Limassol

The EU summit begins today in Limassol, as European Union foreign ministers convene for the informal “Gymnich” format to discuss key geopolitical and security challenges facing the bloc.

The high-level gathering is co-chaired by Cyprus Foreign Minister Constantinos Kombos and EU High Representative for Foreign Affairs and Security Policy Kaja Kallas.

High-profile international participation

The meeting also includes invited participation from India’s Foreign Minister Subrahmanyam Jaishankar and Saudi Arabia’s Foreign Minister Prince Faisal bin Farhan bin Abdullah Al Saud.

Their presence highlights the growing importance of regional partnerships, particularly amid developments in the Middle East, maritime security concerns, global trade flows, and supply chain stability, including initiatives such as IMEC.

Discussions on Ukraine and global security

Ahead of the formal sessions, the Cypriot Foreign Minister hosted a welcome dinner attended by EU counterparts and Ukrainian Foreign Minister Andrii Sybiha.

During the talks, ministers are expected to exchange views on the war in Ukraine and continued Russian military aggression, alongside wider regional and global developments.

Defence and EU strategic priorities

The agenda also includes discussions on defence and security strategy, including preparations for the EU’s upcoming Strategic Security framework.

The informal setting is designed to allow more open and strategic exchanges between ministers, away from formal Council procedures.

What the Gymnich format means

The Gymnich meeting is an informal gathering of EU foreign ministers held every six months under the rotating presidency of the Council of the EU.

Named after Schloss Gymnich in Germany, where the first meeting took place in 1974, the format does not produce formal decisions or conclusions.

Instead, it provides space for strategic reflection and candid discussions on foreign policy, security and geopolitical priorities, both within Europe and globally.
