Cyprus has submitted a formal letter to the Secretary-General of the UN outlining what it describes as an extensive series of Turkish violations involving airspace, territorial waters and flight information regulations during the last quarter of 2025.
The communication covers the period September to December 2025 and has been circulated to both the General Assembly and the Security Council.
921 air and 40 naval violations
According to Cyprus’ the letter to the UN, a total of 921 air violations and 40 naval violations were recorded during the reporting period.
Of the 921 air violations, 388 were allegedly carried out by Turkish unmanned aerial military vehicles (UAVs), while 151 involved armed military fighter aircraft. The letter also claims that Türkiye conducted unauthorised military exercises within the national airspace of the Republic of Cyprus.
The Cypriot government further refers to alleged violations of international air traffic regulations within Cyprus’ Flight Information Region (FIR), breaches of territorial waters, and the illegal use of closed ports and airports in the island’s occupied areas.
Sovereignty and security concerns
The letter argues that these incidents, along with what it describes as almost daily violations of the military status quo by Turkish occupation forces and the strengthening of military infrastructure in the occupied areas, constitute violations of Cyprus’ sovereignty and territorial integrity.
It states that such actions demonstrate disregard for the UN Charter and international law, while also undermining the sense of security of Cypriots.
Commitment to UN framework
Despite the concerns raised, Cyprus reiterates its support for the UN-led process and diplomatic engagement.
The Cyprus UN letter reaffirms the government’s commitment to ongoing efforts by the Secretary-General and his Personal Envoy to create conditions for the resumption of negotiations.
It also restates the long-standing objective of reaching a comprehensive settlement based on a bizonal, bicommunal federation with political equality, in line with relevant Security Council resolutions.
Cyprus has requested that the letter and its annexes be circulated as an official document of the General Assembly’s eightieth session under agenda item 40, titled “Question of Cyprus,” and of the Security Council.
