European Commission ends procedure
The Law Office of Cyprus has welcomed the European Commission’s decision to end the infringement procedure against the Republic of Cyprus, describing it as a “very positive development for Cyprus.”
The Commission officially informed Cyprus today that it has terminated the procedure that had been initiated over the granting of citizenship to foreign investors through the Cyprus Investment Programme (CIP).
Steps taken by Cyprus
The Law Office noted that the government had already terminated the programme in 2020. A series of actions followed by the executive branch and the Law Office ensured compliance with EU law, after the Commission determined that granting citizenship via the CIP violated union legislation.
From the outset, the Law Office managed the legal issues related to the CIP. Following the European Commission’s guidance for a “judicial-type” review of all CIP-related matters, the Attorney General appointed the Nikolatou Investigation Committee in September 2020. Based on the findings of this committee and the Kalogirou Committee, the Council of Ministers proceeded with revoking certain citizenships.
Engagement with EU officials
In October 2021 and May 2023, the Attorney General and Deputy Attorney General held meetings in Brussels and Cyprus with the then EU Commissioner for Justice, Didier Reynders, to update the Commission on the measures taken by Cyprus. A further review of these measures occurred during a June 2025 meeting with the new EU Commissioner, Michael McGrath.
Legislative amendments and cooperation
Although Cyprus immediately terminated the CIP, the European Commission requested additional amendments to national legislation. At the initiative of the Law Office, in coordination with the Ministry of Interior, a mutually agreed legislative text was prepared in collaboration with the European Commission to ensure the closure of the infringement procedure. The draft law received immediate Cabinet approval and was passed by the House of Representatives within three months.
Positive outcome for Cyprus
The Law Office of the Republic expressed particular satisfaction with the Commission’s decision, which represents a significant and positive development for Cyprus.
