EU calls on France to uphold the right to peaceful protest

Date:

The European Union has urged France to protect the right to peaceful protest while condemning looting and arson during weekend unrest as “unacceptable”.

The European Commission also said it was in close contact with Arcom, France’s digital services regulator, and was ready to assist it in ensuring social media platforms meet their legal obligations, particularly the prohibition on content that incites violence.

Thomas Regnier, the Commission’s spokesperson for digital policy, reminded platforms that they must proactively inform authorities when they suspect criminal offences may be committed. He said a further meeting with Arcom was scheduled for Monday.

EU distinguishes peaceful protesters from violent groups

“We must not confuse peaceful protesters with those who engage in violence,” Commission spokesperson Markus Lammert said when asked about the demonstrations and unrest in France.

“Arson, looting and attacks against people or public buildings are unacceptable,” he added.

Lammert stressed that the right to peaceful protest is a fundamental right in all democratic countries and must be protected.

At the same time, he said the EU supported French authorities’ efforts to protect people, property and public institutions, while fully respecting fundamental rights.

Social media platforms under scrutiny

The Commission’s comments also highlighted the responsibilities of online platforms during periods of unrest.

Under the obligations outlined by Regnier, platforms must notify the relevant authorities proactively when they suspect that criminal acts are likely to be committed.

The Commission said it remained in contact with Arcom and was prepared to provide support to ensure that platforms comply with their obligations, including rules against content that incites violence.

Lammert added that national authorities remain responsible for law enforcement.
