€40,000 plots planned – Eligibility and locations explained

The Cyprus Land Development Corporation is moving ahead with plans to release 135 affordable housing plots across four districts, as part of efforts to ease housing pressures and provide lower-cost land options for eligible residents.

Cyprus Land Development Corporation President Theseas Ioannou said the plots are expected to be priced between €40,000 and €50,000, significantly below market rates.

The initiative is part of a broader housing strategy aimed at improving access to land ownership for middle-income households.

Plots distributed across four districts

The affordable housing scheme includes land parcels in Nicosia, Limassol, Larnaca and Paphos districts.

The distribution includes:

  • 36 plots in Ypsonas
  • 44 plots in Kokkinotrimithia
  • 31 plots in Timi
  • 26 plots in Dromolaxia

Some areas are still pending final approvals, with the aim of completing procedures by the end of 2026.

Applications are expected to open in early 2027 once all administrative processes are finalised.

Eligibility criteria and income limits

According to the Cyprus Land Development Corporation, existing income criteria will apply for applicants.

Limits include €30,000 for single applicants, €50,000 for couples, and up to €70,000 for larger families.

Authorities will also assess whether applicants own additional property, ensuring the scheme targets genuine housing needs.

The affordable housing programme will also include restrictions on resale to prevent speculation.

Wider housing programme underway

The organisation is also progressing with a broader development programme that includes residential units for sale and apartments for affordable rent.

This includes 244 housing units for sale and 192 apartments for rent across multiple projects.

A major development in Agios Nikolaos, Limassol, includes 54 apartments for affordable rent, supported by state funding and land acquisition investments.

Addressing Cyprus housing pressures

Officials acknowledged that the 135 plots alone will not fully resolve the housing issue, but said additional land reserves could be developed depending on demand.

Further projects are under consideration as part of a long-term strategy to expand affordable housing supply and improve access to property ownership.
