Foot-and-mouth disease: Permits now issued online – Verification via QR

The Veterinary Services have announced the launch of the “FMD Management Platform”, a new digital tool for the electronic issuance and management of movement permits for people, animals and products affected by restrictive measures linked to foot-and-mouth disease.

The FMD platform is available at https://fmd.moa.gov.cy and has entered immediate operation.

Until now, movement permits were issued through paper-based procedures and individual request handling. Authorities say the new system aims to streamline and modernise the process.

Faster permits and QR verification

Through the FMD platform, users can submit online applications for movement permits involving animals, products, farmers, veterinarians and other professionals, in line with existing restriction measures.

Authorities said approvals will now be processed more quickly and efficiently, improving service delivery for both users and competent authorities.

The system also introduces QR code verification, allowing inspectors to instantly validate permits at checkpoints and across the road network. Officials say this will speed up inspections and help limit the spread of the disease.

Improved traceability and coordination

The platform is also designed to enhance transparency, reduce waiting times and ensure uniform application of measures across all services.

It replaces the previous paper-based system and strengthens traceability of movements of people, animals and products from origin to destination, including checkpoints and disinfection stations.

Officials added that it also enables monitoring of vehicle routes transporting goods such as animal feed, milk and livestock.

Developed with University of Cyprus

The system was developed in cooperation between the Veterinary Services and the Centre of Excellence for Research and Innovation “KIOS” of the University of Cyprus.

Training sessions have already been carried out for users, while technical support will continue to be provided as needed.

Officials described the platform as an important step in the digital transformation of Veterinary Services, with further upgrades planned in the future.

A previously developed interactive map remains in operation, showing in real time protection and surveillance zones as well as disinfection points.
