EU approves €90bn Ukraine loan and new Russia sanctions package

The European Union has taken a major step in EU-Ukraine support, completing written procedures for amendments to the Multiannual Financial Framework under the Cyprus Presidency, paving the way for a €90 billion loan to Kyiv and the adoption of a 20th sanctions package against Russia.

The decisions mark a coordinated effort to strengthen financial and political backing for Ukraine while increasing pressure on Moscow amid the ongoing war.

Cyprus Presidency role in EU Ukraine support

The Cyprus Presidency of the Council of the EU played a central role in advancing the EU-Ukraine support package, bringing the legislative process to completion.

According to an EU Council spokesperson, both measures were approved unanimously, highlighting unity among member states in response to Russia’s continued aggression.

The agreement activates a €90 billion loan aimed at covering Ukraine’s urgent financial needs for 2026–2027, forming a key pillar of EU-Ukraine support.

Cypriot Finance Minister Makis Keravnos said disbursements are expected to begin as soon as possible, stressing that the funds will support Ukraine’s most pressing budgetary requirements.

EU leaders reiterated their commitment to safeguarding Ukraine’s sovereignty and territorial integrity.

20th sanctions package against Russia

Alongside financial assistance, the EU also approved its 20th sanctions package against Russia as part of broader support measures.

The package is designed to further restrict Russia’s capacity to sustain its war effort and target its so-called “war economy”.

European Council President António Costa said the EU strategy is built on two pillars: strengthening Ukraine and increasing pressure on Russia.

European Commission President Ursula von der Leyen described the decisions as “good news”, stressing that while Russia intensifies its aggression, the EU is stepping up support for Ukraine.

EU foreign policy chief Kaja Kallas said the agreement ends a stalemate and ensures Ukraine receives what it needs to maintain its defence.

Strengthened European stance

The latest developments reflect a unified European approach under EU-Ukraine support, combining financial assistance with restrictive measures against Moscow.

EU officials emphasised that the bloc remains firmly committed to supporting Ukraine “for as long as necessary”.
