Informal EU summit begins in Cyprus today

EU leaders gather in Cyprus

The EU summit takes centre stage today and tomorrow, as the country hosts the Informal European Council in Nicosia and Ayia Napa.

Key topics on the agenda include developments in the Middle East, the ongoing energy crisis and the European Union’s Multiannual Financial Framework.

Energy crisis and new EU initiative

In Brussels, the AccelerateEU programme was announced, outlining a series of measures aimed at protecting European citizens from the fossil fuel energy crisis.

The initiative will form the basis of discussions among EU leaders during the EU summit in Cyprus. Proposals include ensuring fuel availability, establishing a Fuel Observatory to monitor production, imports and exports, and introducing consumer protection measures.

Regional leaders invited

Leaders from Egypt, Jordan, Lebanon, Syria and the Gulf Cooperation Council have been invited to attend. Ukrainian President Volodymyr Zelensky is also expected to be present.

Proceedings begin at 18:00 with the arrival of EU leaders at Ayia Napa Marina, where they will be welcomed by President Nikos Christodoulides.

Second day in Nicosia

On the second day, the EU summit in Cyprus continues at the Filoxenia Conference Centre in Nicosia. Leaders will exchange views with the President of the European Parliament before holding a formal session of the Informal European Council.

At midday, President Christodoulides will host key regional partners of the EU for a working lunch.

Middle East and energy in spotlight

Talks will focus on the EU’s role in de-escalation and peace efforts in the Middle East, ensuring freedom of navigation in the Strait of Hormuz, and addressing high fossil fuel prices.

Given the tense geopolitical climate, discussions may also touch on Article 42(7) of the Treaty on European Union, relating to the mutual assistance clause.

Summit conclusion

The summit is expected to conclude at around 16:00, with statements from EU institutions, the President of Cyprus and regional partners.
