Building permits in Cyprus fall by 15.2% in 2025

Building permits in Cyprus saw a 15.2% drop during the period from January to April 2025, compared to the same period in 2024, according to data released by the Statistical Service. A total of 2,157 building permits were issued, down from 2,545 the previous year.

Despite the decline in the number of permits, the total value of approved projects rose by 15.4%, while the total area covered by the permits increased by 13.3%. Additionally, the number of residential units planned showed a 12.1% increase.

The most significant drop was observed in road construction permits, which fell by 77.5%. Permits for non-residential buildings also declined sharply by 41.3%, while civil engineering projects saw a 22.8% decrease.

Residential building permits showed a more moderate drop of 4.4%, and land division permits were down by 19.1%.

In April 2025 alone, 577 building permits were issued, compared to 669 in April 2024—a decrease of 13.8%. The total value of these permits reached €255.2 million, covering an area of 204,000 square metres and allowing for the construction of 909 residential units.

As of 1 July 2024, the responsibility for issuing building permits shifted from municipalities and district administrations to the newly established District Self-Government Organisations (EOA). The permitting process is now conducted through the integrated information system “Ippodamos.”

The latest trends show a mixed outlook for the construction sector in Cyprus, with a notable decrease in infrastructure-related permits but positive momentum in residential development.
