The issue of delivering and collecting fines from Cyprus’s traffic camera system is growing, with thousands of unpaid out-of-court fines already reaching the courts. According to police data up to the end of July, 25,528 fines had been delivered but remained unpaid past the deadline, prompting court action. In total, 6,616 cases have already been filed for unpaid fines.
At the same time, 279,409 fines were still in the process of being delivered by mail, hand delivery, or police service. Meanwhile, 351,372 fines had already been paid. Police stressed that all legal steps are followed before a case reaches court and that disputes are examined during proceedings — although no such objections have been successful so far.
To tackle the delivery problem, the Transport Ministry is reviewing a bill that would allow fines to be sent by SMS or email. Police also noted that if the offender, whether local or foreign, cannot be located, procedures under criminal law are followed to track them down. The creation of a Photo Radar List is also underway to speed up enforcement.
