While a Hamas delegation continues talks with mediators in Cairo, parallel discussions on Gaza’s post-war administrative framework are also taking place in the Cypriot resort city of Ayia Napa.
Representatives of a US-led “Board of Peace” are meeting to outline a Gaza reconstruction plan aimed at shaping governance and rebuilding efforts in the devastated enclave.
The board reportedly includes international figures such as former UK Prime Minister Tony Blair and former UN envoy Nickolay Mladenov.
Proposed roadmap for Gaza
According to reports, the Gaza reconstruction plan is intended to establish a roadmap for a transitional phase in Gaza, including humanitarian support and temporary administrative structures in areas considered free of Hamas control.
The initiative is linked to elements of a broader US proposal for ending the conflict and managing post-war reconstruction.
One reported component involves temporary shelter zones and humanitarian services for civilians, overseen by a multinational stabilisation force.
Controversy over implementation
The plan has already drawn criticism and political resistance, including concerns raised in Israeli political circles over security risks and long-term implications.
Reports also suggest disagreement over reconstruction sequencing, with critics arguing that rebuilding efforts could strengthen Hamas if implemented prematurely.
A leaked draft document cited in international media has further raised concerns about legal immunity for board members and contractors, as well as governance authority inside Gaza.
Financial and political obstacles
The Gaza reconstruction plan also faces significant financial uncertainty, with reports indicating that pledged international funding has not fully materialised.
Analysts say political divisions, donor hesitation and ongoing military tensions continue to block progress on implementation.
Secrecy around Cyprus meetings
Details of the Ayia Napa meetings remain limited, with reports indicating that discussions are being held under tight confidentiality.
No official public announcements have been made regarding outcomes or agreed next steps from the Cyprus-based talks.
Over the past two days, the National Committee for the Administration of Gaza (NCAG) held a series of working meetings in Cyprus with experts and advisers of the @BoardOfPeace, the Office of the High Representative for Gaza, and the Tony Blair Institute.
