According to a US official speaking to Reuters, the document expresses frustration over what Washington views as reluctance by some allies to grant access, basing rights and overflight permissions during military operations.

Options reportedly include NATO suspension measures

The reported NATO-US tensions memo allegedly outlines several measures, including the possible exclusion of “difficult” countries from senior NATO positions and even the suspension of Spain’s participation in the alliance.

The proposals are described as having a strong symbolic impact, despite limited operational consequences. The email does not reportedly suggest closing US bases in Europe, but leaves open questions regarding troop deployments.

Focus on Spain and military cooperation

Spain has been singled out in the context of NATO-US tensions after its government reportedly refused to allow the use of its bases or airspace for operations linked to strikes on Iran.

The United States maintains key military installations in Spain, including the Rota naval base and Morón air base, which are considered strategically important for US operations in Europe and beyond.

Trump administration criticism of allies

US President Donald Trump has previously criticised NATO allies for not providing sufficient support, particularly in relation to securing strategic maritime routes such as the Strait of Hormuz following tensions in the Middle East.

Officials have stressed that NATO cannot operate as a one-way system, arguing that allies must contribute more actively to collective defence efforts.
