Lawmakers approve new parliamentary regulations

The Cyprus House of Representatives approved amendments to its Rules of Procedure, aiming to modernise and improve parliamentary operations. The vote saw 39 MPs in favour, 8 against, and 4 abstentions. The changes were proposed by an Ad Hoc Parliamentary Committee to strengthen transparency, efficiency, and clarity in legislative processes.

Key changes: President elections and committee operations

The amendments establish clear procedures for electing the House President, including electronic voting and a sequential voting system if no candidate secures a majority in the first round. MPs will now vote for a single candidate, eliminating the possibility of multiple or negative votes.

Rules for parliamentary committees were also clarified, covering session durations and criteria for committee chair appointments. Transparency measures include live broadcasting of committee sessions under certain conditions and mandatory publication of unanswered parliamentary questions submitted to ministries.

New framework for motions and legislative review

For the first time, the rules provide a complete procedure for submitting and voting on motions, while also detailing how committees can re-examine draft legislation.

Parliamentary debate and perspectives

MPs expressed mixed opinions on the changes. Independent MP Kostis Efstathiou and several other MPs opposed the amendments, citing concerns over timing before elections, potential inequalities among MPs, and possible disruption to the presidential system.

Supporters highlighted the reforms as a culmination of years of work, enhancing transparency, accountability, and political consistency. DIKO MPs, AKEL representatives, and the House President noted that the new regulations address previous procedural inconsistencies and improve oversight.

The reforms are part of a broader effort to modernise Cyprus’s legislative framework and ensure the Parliament functions effectively in a contemporary democratic context.
