Hybrid threats take centre stage at Cyprus Forum London

High-level dialogue on security challenges

The Cyprus Forum London is taking place today at the Cyprus High Commission in London, with discussions centred on hybrid threats, cybersecurity, protection of critical infrastructure and strengthened strategic cooperation between the European Union and the United Kingdom.

Now in its third consecutive year, the Cyprus Forum London aims to serve as a high-level platform for dialogue on developments affecting Cyprus, the Eastern Mediterranean and Europe.

The event is co-organised by the High Commission of Cyprus and Oxygen for Democracy, with the support of the European Union Delegation to the United Kingdom, within the framework of the Cyprus Presidency of the Council of the EU.

Focus on hybrid threats and cyber risks

The first part of the forum addresses the growing challenge of hybrid threats and their impact on European and regional security, democratic institutions and societal resilience.

Key issues include cyberattacks, interference in state functions, and threats to critical infrastructure such as undersea communication cables, as well as disinformation and broader resilience strategies.

High-level participation

Opening remarks are delivered by Kyriakos Kouros and Pedro Serrano.

Keynote addresses are also expected from Vasilis Palmas and UK Foreign Office Minister for Europe Stephen Doughty.

Panels on security and resilience

The first panel examines the evolving nature of hybrid threats, featuring senior officials and experts from institutions including the UK Foreign Office, the EU Intelligence and Situation Centre (EU INTCEN), as well as leading academic voices in security studies.

The second panel focuses on hybrid operations and interference in state systems and critical infrastructure, with participation from experts linked to Chatham House, the Royal United Services Institute (RUSI) and the International Institute for Strategic Studies (IISS).

The third session explores the impact of hybrid threats on democratic societies and social cohesion, including contributions from former EU Health Commissioner Stella Kyriakides, alongside civil society representatives and academics.

Strengthening EU–UK cooperation

A central theme of the Cyprus Forum in London is the need to enhance cooperation between the EU and the UK, develop joint resilience mechanisms and exchange best practices to address modern security challenges.

Organisers say the forum aims to generate innovative responses to emerging threats through structured dialogue and expert collaboration.

The second part of this year’s forum will take place on 3 June in London.
