EU accession talks start for Ukraine and Moldova

A major EU accession milestone was reached on Wednesday evening for Ukraine and Moldova after the Committee of Permanent Representatives (Coreper II) initiated procedures for the formal opening of Cluster 1 in accession negotiations for both countries.

The move marks a significant procedural breakthrough in the EU enlargement process.

Hungary lifts long-standing veto

The development became possible after Hungary changed its position, lifting a two-year veto that had blocked progress in the accession process.

According to reports, the shift followed a new agreement between Budapest and Kyiv regarding expanded rights for the Hungarian-speaking minority in Ukraine.

The Hungarian Permanent Representative subsequently withdrew objections, allowing the agenda to move forward.

Cyprus Presidency highlights milestone

A representative of the Cyprus Presidency described the decision as another success, stating that the launch of preparations for Cluster 1 marks a key milestone in the EU enlargement path.

The EU accession process, he added, reflects a merit-based approach and reinforces enlargement as a strategic EU priority.

He also said the development sends a strong message of unity and determination within the Union.

Ukraine and Moldova welcome progress

Ukraine’s Deputy Prime Minister Taras Kachka thanked the Cypriot Presidency for its efforts and continued support, stressing that the country remains committed to reforms on its path toward EU membership.

He said the step brings Ukraine closer to its European future.

Moldova’s Deputy Prime Minister Cristina Gherasimov also welcomed the development, thanking the Cypriot Presidency and reaffirming Moldova’s commitment to its EU accession path based on its own merits.

Next steps in accession process

The EU’s common position on Cluster 1 is expected to be formally adopted next week, pending internal Council procedures.

Intensive technical work will begin immediately, with two separate intergovernmental conferences scheduled for 15 June in Luxembourg for Ukraine and Moldova.

Cluster 1, known as the “fundamentals” cluster, covers rule of law, human rights and the judicial system, and forms a core part of the accession framework.
