Russia seeks former central bank deputy governor believed to be in Cyprus

Former Russian Central Bank deputy governor Yury Isaev has reportedly been placed on a federal wanted list over allegations of embezzling 4.3 billion roubles, according to Russian media reports.

The allegations relate to the period when Isaev served as head of Russia’s Deposit Insurance Agency (ASV).

The claims have not been tested in court and remain allegations by Russian law enforcement authorities.

Investigation focuses on bank assets

According to reports, investigators allege that Isaev and associates transferred assets belonging to debtors of the bankrupt MezhTopEnergoBank to companies allegedly linked to them at prices significantly below market value.

The same assets were later reportedly leased or used at normal commercial rates, causing losses estimated at 4.3 billion roubles, according to the investigation’s claims.

Reports link Isaev to Cyprus

Russian media reports claim that after leaving the Central Bank of Russia in 2022, Isaev left the country and is currently residing in Cyprus.

However, there has been no official confirmation from Cypriot authorities regarding his presence on the island. Information about his reported location comes solely from Russian media outlets.

Possible international warrant procedure

A source cited by Russian media claimed that authorities are expected to seek Isaev’s detention in absentia, a step that could pave the way for an international search request.

Isaev headed the Deposit Insurance Agency for more than a decade before being appointed deputy governor of the Central Bank of Russia in January 2022.

He also served on a government committee overseeing foreign investments before unexpectedly leaving his position in August of the same year.
