Board of Peace in Cyprus for Gaza: Challenges ahead

Cyprus will host critical technocratic meetings next week focused on the future of Gaza, as representatives from the Board of Peace and related organisations gather on the island to advance plans for the reconstruction and governance of the Gaza Strip following the war.

The meetings are scheduled for Tuesday and Wednesday at a time when implementation of the plan has largely stalled due to funding shortages, security concerns on the ground and shifting international attention towards the Israel-Iran conflict.

What is the Board of Peace?

The Board of Peace was established to oversee the implementation of the post-war plan for Gaza, which had been promoted by US President Donald Trump.

The body gained international legitimacy through a UN Security Council resolution in November 2025, approving a broader reconstruction framework, transitional governance structures and the deployment of a temporary international stabilisation force.

The Board formally began operations in January 2026. Trump serves as its president, while former UN special envoy Nickolay Mladenov plays a coordinating role on Gaza-related issues.

Cyprus not organising the meeting

Speaking to SigmaLive, the government spokesperson confirmed that the meeting would take place in Cyprus but clarified that the Republic of Cyprus is not among the organisers.

At the same time, some participants have requested private meetings with Foreign Minister Constantinos Kombos.

According to information available, participants are expected to include representatives of the Board of Peace, Palestinian technocrats involved in Gaza’s transitional administration and officials from the Office of the High Representative.

Major obstacles remain

Despite pledges involving billions of dollars in funding, reconstruction efforts in Gaza have yet to make significant progress.

Diplomatic sources say the main difficulties remain:

  • Slow disbursement of funding
  • The unstable security situation in Gaza
  • Israeli control over key areas
  • Restrictions on the entry of construction materials and humanitarian aid
  • The continued presence of Hamas and its refusal to disarm

Technocrats are expected to examine specific funding mechanisms, project timelines and practical steps for implementing the proposed 20-point plan.

Cyprus proposes support role

Nicosia participates in the Board of Peace as an observer and has already submitted six proposals aimed at supporting Gaza’s post-war recovery.

The proposals include:

  • Expansion of the maritime humanitarian initiative “Amalthia”
  • Enhanced security checks for cargo destined for Gaza
  • Creation of maritime corridors for debris removal and construction material transport
  • Training for Palestinian personnel at Cyprus’s CYCLOPS centre
  • Logistical support for a possible international stabilisation force
  • Strengthening links between the European Union and the Middle East through Cyprus as a regional hub for investment and reconstruction
