Cyprus Parliament approves teacher evaluation reform

The Cyprus Parliament has approved regulations updating the teacher evaluation system, introducing clear criteria and indicative indicators for assessing educators and educational performance.

New evaluation criteria introduced

The plenary session on Monday voted 26 in favour and 11 against the amendments to the Regulations on the Evaluation of Teachers and Educational Work in Primary and Secondary Education. A verbal amendment by DISY passed with 22 votes in favour and 13 against.

The amendments add annexes specifying evaluation criteria and indicators, covering formative assessments, probationary teacher evaluations, and final numeric assessments. The grading scale was also adjusted from 0–10 to 1–10.

Lawmakers stress need for reform and dialogue

Independent MP Alexandra Attalidou highlighted that education faces major challenges, stressing the importance of adaptability, critical thinking, and structured evaluation criteria.

DIKO MP Chrysanthos Savvidis described the reform as the most significant educational change in 50 years, hoping it would improve outcomes. DIPA MP Alekos Tryfonides criticised some educators for misunderstanding the previous plenary decisions, while AKEL MP Christos Christofides warned that introducing criteria without full discussion risks subjectivity and arbitrary assessments.

DISY MP Giorgos Karoullas emphasised the need for ongoing dialogue with teachers to ensure smooth implementation. Parliament President Annita Demetriou noted that the reform requires a clear roadmap and institutional discussion to succeed.
