Transport Minister Vafeadis launches new road safety measures

Transport Minister Alexis Vafeadis announced on Thursday that authorities will form a committee to evaluate the photo-enforcement system across the road network and recommend improved driver training and education.

Committee to review photo-enforcement

The committee will assess data from the current photo-enforcement system and provide recommendations by March. “We will study the system, review all collected data, and submit proposals to monitor drivers who may use mobile phones or get distracted while driving,” Vafeadis said after chairing the Road Safety Council meeting.

New powers for police and driver regulations

The Minister confirmed that the police chief will now hold the authority to suspend licences for drivers caught under the influence of drugs. Previously, this process could take over a week; now authorities can act immediately at the point of detection.

Vafeadis also announced plans to mandate phosphorescent signals on helmets and uniforms for delivery riders using motorcycles or e-bikes. “Even though companies cooperate, we will amend legislation to enforce reflective gear,” he said.

Driver training and infrastructure

The Ministry will expand driver training and education programmes. Initial efforts will target new drivers and offenders, who can reduce penalty points by attending courses. The plan will include proper training facilities, driving test areas, and presentations on the consequences of poor driving behaviour.

Vafeadis stressed a holistic approach: “We aim to improve all drivers, cover all aspects, and ensure infrastructure supports proper education.”

Motorcyclist and pedestrian safety

Last year, Cyprus recorded 17 motorcyclist and nine pedestrian deaths. Authorities have set up a dedicated committee to propose additional safety measures, which will be announced separately.

Focus on mobile phone use

The committee will also address distracted driving caused by mobile phones, linked to 19 fatal accidents last year. Vafeadis noted that the photo-enforcement system can specifically target this behaviour to reduce road fatalities.

Vehicle safety and e-bike regulation

The Transport Ministry also issued warnings about defective Chinese-made airbags in the US, confirming none are currently in Cyprus. Authorities will continue to notify engineers and the public of potential risks.

Regarding e-bikes exceeding speed limits, the police will remove such vehicles from roads. Legislation under discussion with Parliament will regulate allowed areas, speeds, and registration requirements for electric bicycles.

Recognition of road safety advocates

The Road Safety Council recognised Lena Katelari and Alexis Demetriou for their contributions to road safety education, awarding them lifetime honorary road safety ambassador titles. The awards will be presented at the Road Safety Conference hosted by the Cyprus EU Presidency on 13 March.
