Six towers planned for Larnaca
Developer Shajwawi Lebovich Karekla Developments Ltd has submitted environmental studies to the Department of Environment for Horizon Towers, a project proposing six residential towers on the site of Larnaca’s former oil refinery.
Project layout and amenities
The development spans the former oil refinery and petroleum storage area within Livadia Municipality, now part of the Larnaca Municipal Cluster. Petrolina, owned by the Lefkaritis family, granted the land.
The six towers, ranging from 70 to 86 metres, will provide 530 residential units. Horizon Towers will also include two multi-use public buildings housing restaurants, retail shops, a gym, spa, offices, green spaces, swimming pools, a padel court, and parking.
Plot 1 and Plot 2 design
Plot 1 features two 20-storey towers (Horizon 1 and 2) with 99 apartments, a five-storey multi-use building, a 550 sq.m. swimming pool, playgrounds, and landscaped areas.
Plot 2 comprises three 17-storey towers (Horizon 3, 4 and 5) with 85 apartments each, and one 16-storey tower (Horizon 6) with 77 apartments, totalling 332 units. Plot 2 also includes a three-storey multi-use building, two swimming pools covering 900 sq.m., a children’s pool, a padel court, outdoor refreshment areas, and 427 parking spaces.
Environmental and construction considerations
Environmental studies focus on groundwater management, given the site’s proximity to the sea and excavation depths of up to 4.20 metres. The plan proposes re-injecting pumped water into the aquifer via boreholes outside the site to maintain water levels. Noise and dust during construction, expected to last 18 months, are described as “minor to moderate” and reversible.
Urban transformation
The studies conclude that Horizon Towers “transforms a former industrial zone into a modern urban centre,” aligning with the area’s new multi-functional core.
