Famagusta District Local Government Organisation (FDLGO) approved linking debt to water and sewage services with building permit applications. FDLGO President Yiannis Karousos told CNA: “The Board decided to connect FDLGO debt with town planning and construction licence requests.”
No application for housing or tourist complex permits proceeds if any FDLGO service dues remain unpaid. Upon review, applicants receive debt notification requiring settlement before processing.
Karousos stressed: “Major businessmen owing FDLGO funds should settle before submitting building applications.” December Board approved procedural rules to boost collections, with inclusion in FDLGO operations regulations.
Public debtor list proposed
Karousos revealed letter to Data Protection Commissioner seeking approval to publish large debtors list, under legal review. He urged legislation for debtor lists, as 43 organisations owe over €10 million.
He called applicants to verify no water/sewage debts before submissions. Legal measures remain time-consuming, but FDLGO pursues collections fully.
AI integration for efficiency
To raise productivity, FDLGO engaged firm for departmental AI study with implementation plan. “AI enters FDLGO’s DNA, automating routine tasks so staff focus on essentials,” Karousos said.
Detailed per-service plan expected in 2-3 months, followed by training. AI applications span email responses, permit checks, public queries, letter drafting and office management.
Smart meters initiative
On water meters, Karousos confirmed Smart Cyprus application – via Deputy Ministry of Research, Innovation and Digital Policy and ATHEX – for smart meter rollout. Funding cuts force this route; full free Famagusta province coverage targeted.
