“Isotita” files complaint to Council of Europe over Cyprus prisons issue

The Pancyprian Union “Isotita” has filed a labour complaint against the Republic of Cyprus at the Council of Europe, requesting urgent measures for the protection of elected representatives of prison officers.

Complaint submitted to European body

According to an announcement by the union, the complaint was submitted on 11 June 2026 to the European Committee of Social Rights under the Council of Europe’s collective complaints procedure.

The case alleges violations of provisions relating to the right to organise, collective bargaining, protection of workers’ representatives and non-discrimination.

Parallel complaint to ILO

The union also submitted a separate complaint on 8 June 2026 to the International Labour Organization’s Committee on Freedom of Association, requesting urgent examination.

Within four days, the matter was reportedly brought before two leading international bodies responsible for the protection of trade union and social rights.

Council of Europe procedure underway

According to correspondence from the Executive Secretary of the European Committee of Social Rights dated 15 June 2026, the complaint was formally registered on 11 June 2026.

The Committee has set a deadline of 30 July 2026 for the Republic of Cyprus to submit written observations on both admissibility and the request for urgent measures.

Union says case under review

The union said the development confirms that the request for urgent measures is already under substantive consideration.

It added that it will exhaust all legal avenues, both national and international, to protect its members and elected representatives.
