Holguín: Limited progress on confidence-building measures

The Personal Envoy of the UN Secretary-General on Cyprus, María Ángela Holguín, said on Tuesday that progress remains limited, particularly on confidence-building measures (CBMs), making it difficult to convene a broader conference on the Cyprus issue.

Speaking after her meeting with President Nikos Christodoulides at the Presidential Palace, Holguín described the discussion as constructive but stressed that results on the ground remain scarce. She confirmed that she would later meet the Turkish Cypriot leader as part of her ongoing contacts.

“I am pushing for greater progress on CBMs. I listened to Mr Christodoulides today and will meet Mr Erhürman this afternoon. I hope to see progress, but so far there has not been much,” she said.

Referring to Wednesday’s joint meeting with both leaders, Holguín said she plans to focus on methodology and on the four points put forward by Tufan Erhürman several months ago.

“Tomorrow we will discuss the methodology and the four points Mr Erhürman placed on the table. That will be the focus, and I hope we can move forward,” she noted.

Holguín stressed that without tangible progress, it will be very difficult to organise an expanded 5+1 meeting, involving the two communities, the guarantor powers and the United Nations.

Asked whether such a meeting could still take place next month, she said the timeline depends entirely on progress by the two leaders on confidence-building measures.
