The Cyprus-Greece digital link is set to expand as the Hellenic Parliament considers ratifying a protocol to amend the cooperation memorandum on digital transformation between the two countries.
Gov.cy Digital Citizen and Gov.gr Wallet
The protocol concerns cooperation between Greece’s Ministry of Digital Governance and Cyprus’ Deputy Ministry of Research, Innovation and Digital Policy.
Its main objective is to further develop the Gov.cy Digital Citizen and Gov.gr Wallet applications and ensure greater interoperability between them.
The agreement provides for the exchange of expertise and know-how between the two countries, with the aim of making digital tools more useful for citizens moving between Cyprus and Greece.
What changes for citizens
The protocol provides for the mutual recognition of digital documents issued through the two countries’ systems.
It also allows the applications to be used for citizen identification and is intended to simplify transactions with government services. These measures are expected to be particularly relevant for students, businesspeople, workers and other citizens who travel between or live in the two countries.
The two applications already have interoperability features. Cyprus’ Digital Citizen platform states that Cypriot citizens can use digital identity cards and driving licences through the app in Greece, while Greek citizens can use the corresponding documents through Gov.gr Wallet in Cyprus.
Parliament votes on Tuesday
The bill was examined by the relevant parliamentary committee on Monday, September 28, and is scheduled for discussion and a vote in the plenary session on Tuesday, September 29. The official parliamentary agenda lists the protocol as the sole legislative item for discussion and voting.
The protocol was signed in Athens by Cyprus’ Deputy Ministry of Research, Innovation and Digital Policy on October 14, 2025, and by Greece’s Ministry of Digital Governance on October 15, 2025.
