Security Council letter details incursions

The Security Council President circulated a letter from Cyprus’s Permanent Representation denouncing extensive Turkish aerial and naval violations during July and August 2025. The December 8, 2025, letter from Nicosia reports “328 aerial and 16 naval violations.”

It specifies 93 of the 328 aerial violations involved Turkish unmanned military aircraft (UAVs), with 56 by armed fighter jets.

Sovereignty breaches highlighted

Nicosia states these actions constitute “another clear violation of Cyprus’s sovereignty, independence, and territorial integrity,” reflecting Turkey’s “customary blatant contempt for the UN Charter and international law.”

The letter cites violations of national airspace, Nicosia FIR, territorial waters, and “illegal use of closed ports and airports in Cyprus” by Turkish forces.

Buffer zone and military concerns

Cyprus expresses concern over “near-daily entries into the buffer zone” and “military infrastructure reinforcement in occupied areas,” characterizing them as part of Turkey’s “persistent aggressive behavior” creating “new faits accomplis.”

Such practices, it notes, “undermine the sense of security of all Cypriots and efforts to resume negotiations.”

Commitment to UN solution

Despite provocations, Cyprus remains “fully committed” to close cooperation with the UN Secretary-General and his Personal Envoy to create conditions for resuming talks. The letter reiterates pursuit of the UN-provided solution: a “bi-communal, bi-zonal federation with political equality.”

Official document circulation requested

Cyprus requested the letter and attachments circulate as official documents of the 80th General Assembly session under “Cyprus issue” and the Security Council.
