Christodoulides praises outgoing ministers, sets 5 new priorities

New ministers sworn in

Four new ministers and one deputy minister took the oath at the Presidential Palace on Monday morning, 8 December 2025:

  • Michalis Damianos – Energy, Commerce and Industry
  • Marinos Moushiouttas – Labour and Social Insurance
  • Konstantinos Fytiris – Justice and Public Order
  • Neophytos Charalambides – Health
  • Klea Hadjistefanou Papellina – Deputy Minister of Social Welfare
  • Marios Hartsiotis – Government Commissioner

President Christodoulides thanks departing ministers

The President publicly thanked the five outgoing ministers for landmark achievements:

  • George Papanastasiou: opened the electricity market, secured major natural gas deals, advanced energy planning
  • Marios Hartsiotis: drove bold reforms in the Audit Office and Law Office
  • Yiannis Panayiotou: secured permanent COLA agreement, raised national minimum wage, shaped demographic policy
  • Marilena Evangelou: modernised Guaranteed Minimum Income, introduced first-ever disability social-inclusion law
  • Michalis Damianou: regulated university clinics and ambulances, eased A&E overcrowding, established Patient’s Advocate

Five core priorities remain Christodoulides reiterated the government’s five pillars:

  1. Assertive foreign policy with strong defence and security
  2. Resilient and competitive economy
  3. State modernisation and continuous reform
  4. Transparency, accountability and zero tolerance for corruption
  5. Improving citizens’ daily lives

The Cyprus Problem stays the absolute top priority.

New Energy Minister speaks for appointees

Michalis Damianos, speaking on behalf of the new members, pledged “hard work, persistence and full commitment” to complete the governance programme. He stressed they are ready to take tough decisions, even at political cost, and will work with transparency, meritocracy and constant contact with society.
