Civil defence shelters under scrutiny
The Audit Office highlighted weaknesses in the management and operation of civil defence shelters, revealing problems that could undermine the state’s ability to protect citizens. The findings, published in a memorandum on Friday, focus on how citizens locate and use shelters.
SafeCY app and inspection results
The Audit Office tested the SafeCY application from 4–7 March 2026 and visited 30 shelters in the Nicosia district, 21 urban and nine rural. The review also examined information from the Civil Defence Operations Control Centre.
Inspectors found discrepancies between the app and official data, inaccuracies in addresses, photos, and shelter details, and missing essential information such as signage numbers or capacity. The SafeCY app does not guide users to shelters, and terms like “Public” and “Shared” remain unclear, causing confusion. Some shelters serve other purposes, raising concerns about their availability during emergencies.
Communication inconsistencies
A trial phone contact with the Operations Control Centre revealed conflicting instructions. For example, a resident at Panagioti Kaspi 12, Nicosia, received guidance to the Cyprus Stock Exchange shelter, while SafeCY suggested the underground space in their own building. Similar discrepancies appeared in other cases, showing that the central shelter registry does not always match the app’s database.
Recent official announcements added confusion: one advised citizens to locate the nearest shelter via SafeCY or the Operations Centre, while another instructed them to seek shelter in a basement or interior space of their own home if an alert arrives.
Citizen guidance and preparedness
The Audit Office stresses the need for accurate, updated, and consistent shelter information. Missing postal codes in the app complicate navigation, and inconsistent shelter categories could slow citizen access in emergencies. Overall, the report raises concerns about Cyprus’ readiness to protect the civilian population in urgent situations.
