Full statement

Exercising my powers under subsection (2) of Article 4 of the Criminal Procedure Law, Cap. 155, and after reviewing both the report dated 18 December 2024 by the Central Prisons, which aimed to investigate events that occurred on 26 September 2024 and to identify any disciplinary responsibilities of prison management members (submitted to the Legal Service via a letter from the Minister of Justice and Public Order dated 2 January 2025), as well as the report dated 18 December 2024 from the Police’s disciplinary investigation into potential disciplinary responsibilities of police officers (submitted to the Legal Service on 3 January 2025), I have today, Wednesday, 8 January 2025, appointed lawyers Stefanos Skordis and Christos Karas as independent Criminal Investigators.

The terms of reference for Mr. Skordis and Mr. Karas are to conduct a criminal investigation regarding the possible commission of criminal offences by any members of the Police, the Prisons Department, and/or any other individuals concerning the events of 26 September 2024, specifically regarding the circumstances of the escape of convict Theodoros Theofanous.
