UK agrees smoking ban for those born after 2008

The UK smoking ban is set to introduce a lifetime prohibition on buying cigarettes for anyone aged 17 or younger, after the Tobacco and Vapes Bill cleared Parliament.

The legislation aims to prevent individuals born after 1 January 2009 from ever legally purchasing tobacco, marking a major step toward creating a smoke-free generation.

New powers to regulate tobacco and vaping

Once the bill receives royal assent, ministers will gain expanded authority to regulate tobacco, vaping, and nicotine products.

This includes controls over flavours, packaging, and marketing, as part of broader efforts under the UK smoking ban framework to reduce health risks linked to smoking.

Expanded restrictions on vaping

The new rules will also introduce additional limits on vaping, banning its use in cars carrying children, playgrounds, and outside schools and hospitals.

However, vaping will still be permitted outside hospital buildings to support individuals attempting to quit smoking.

Outdoor hospitality venues, beaches, and private outdoor spaces are not included in the restrictions, while smoking and vaping inside homes will remain legal.

Health minister Baroness Merron described the legislation as a “landmark” moment and one of the most significant public health measures in a generation.

She said the UK smoking ban would save lives and reduce long-term health impacts across the population.

Mixed reactions from stakeholders

Some concerns have been raised by industry representatives, with Lord Naseby noting that the bill could affect retailers.

He emphasised the importance of education to prevent people from starting smoking in the first place.

In response, the government said it has worked closely with retailers and will continue to engage with them during implementation.

Health groups welcome the move

Health organisations have broadly welcomed the legislation, highlighting its potential to improve national health outcomes.

Asthma + Lung UK said the bill could transform public health but stressed the need for strong support systems to help current smokers quit.

The group also called for measures to ensure consistent access to cessation services across the country.
