Eurostat: Cyprus ranks 3rd in EU for Ukrainians under temporary protection

Cyprus ranks among the EU countries with the highest proportion of temporary protection recipients from Ukraine, recording 25.8 per 1,000 inhabitants – more than double the EU average of 9.7 per 1,000.

EU-wide figures

As of 31 December 2025, a total of 4.35 million non-EU citizens fleeing Ukraine held temporary protection status across the European Union, Eurostat reported. This represents an increase of 24,675 people (+0.6%) compared with the end of November 2025.

The highest per capita ratios were observed in the Czech Republic (36.0) and Poland (26.6), with Cyprus and Slovakia recording the same figure of 25.8 per 1,000 inhabitants.

Countries hosting the largest numbers

Germany hosted the largest number of people under temporary protection (1,250,620, 28.7% of the EU total), followed by Poland (969,240, 22.3%) and the Czech Republic (393,055, 9.0%).

Among 26 EU countries with available data, 22 recorded increases, with the largest absolute rises in Germany (+9,620, +0.8%), Spain (+2,235, +0.9%) and Romania (+2,160, +1.1%). Only four countries reported declines, led by France (-1,250, -2.4%) and Estonia (-470, -1.3%).

Demographics of recipients

Ukrainian citizens represented over 98.4% of beneficiaries. Adult women accounted for 43.6%, minors for 30.5%, and adult men for 25.9% of the total.

Legal framework

These figures reflect the temporary protection granted under the EU Council Executive Decision 2022/382 of 4 March 2022, which responded to the mass influx of refugees from Ukraine following Russia’s military aggression. On 13 June 2025, the European Council extended this protection until 4 March 2027.
