EU trends in 2024
According to Eurostat data for 2024, 9.2% of the European Union population could not keep their homes adequately warm, marking an improvement of 1.4 percentage points from 2023. Greece and Bulgaria recorded the highest rates of energy poverty.

In Cyprus, 14.6% of residents reported difficulty maintaining adequate home heating, exceeding the EU average. This highlights ongoing challenges in energy affordability on the island.
Countries with highest and lowest rates
Greece and Bulgaria lead the EU, with 19% of the population affected (down slightly from 19.2% and 20.7% in 2023). Lithuania follows with 18% and Spain with 17.5%.
Countries with the lowest reported difficulties include Finland (2.7%), Poland and Slovenia (3.3%), and Estonia and Luxembourg (3.6%).
