Civil servant salary in 2026 ranges from €9.48 to €46.12 per hour

New remuneration tables from Public Administration and Personnel Department detail civil servant hourly salary spanning €9.48 at lowest A1 entry scale to €46.12 for most senior A16 administrative roles, covering January-June 2026.

Entry-level A1 scale employees earn €15,100-€17,200 annually (€1,322-€1,644 monthly), averaging €9.48 hourly for new hires at introductory grades (promotions unaffected).

Mid-level A8 scale shows sharper rises: annual salaries climb from €24,500 (first grade) to €45,800 (highest), monthly salary €2,101-€3,818, hourly rates averaging €18.17-€18.87.

Senior A16 administrative leadership pay

Upper hierarchy A16 scale reflects senior administrative responsibility with annual civil servant salary starting €71,000 reaching €99,200 top grade. Monthly earnings progress €6,768-€8,266, averaging €46.12 hourly.

Civil servant salary structure combines basic salary, general increases, cost-of-living adjustments (CoLA), and annual increments.

€4.3 billion public wage burden

Public sector compensation surged 6.9% to €4.1 billion in 2025 from €3.9 billion (2024), per Finance Ministry estimates. 2026 projections show moderated 4% growth reaching €4.3 billion amid zero inflation forecast.

2025 increase stemmed from CoLA adjustments, higher Okypy payroll costs, annual increments, increased gratuities, general salary rise.

GDP share and hourly personnel update

Employee compensation represents 11.8% GDP (2025) vs 11.6% (2024), easing to 11.7% (2026). Department separately announced revised hourly rates and work allowances for hourly government personnel effective January 1, 2026 post-latest CoLA adjustment.
