Russia claims Ukraine killed 27 people at a New Year’s party

Russia accuses Ukraine of a drone strike killing at least 27 people at a New Year’s party in a hotel and cafe in occupied southern Kherson. Russia-installed governor Vladimir Saldo reports over 30 injured in the village of Khorly on the Black Sea.

Ukraine’s response

Ukraine declines direct comment on claims from occupied region governors, but affirms adherence to international humanitarian law, targeting only military objectives. A Ukrainian defence source told AFP the strike hit a military gathering closed to civilians.

Saldo describes three UAVs striking a cafe and hotel. The BBC cannot independently verify claims or casualties. Saldo informed President Vladimir Putin.

Damage and investigations

UN Human Rights Monitoring Mission in Ukraine notes awareness of the alleged attack and will verify civilian harm. Russian state media photos show a damaged room with collapsed roof and a covered body.

The site matches “Buganova’s Cafe,” formerly “Ukrainian House.” Russia’s Investigative Committee opened a probe; foreign ministry blames Zelensky for intimidating annexed regions.
